Project Description
When the County Department of Public Works realized what serious fiscal trouble they were in last year, they shut down their capital construction program and brought their field staff indoors. This setback provided an opportunity to do some serious data entry in their multi-million dollar GIS. Before they could start, they needed a consultant to provide necessary data entry software and user training, since the field staff had no GIS experience.

The RFP that was issued called for development of software to help the users rubber-sheet 10,000 sewer drawings, all of which were more than 20 years old, and then digitize all utility data from these sheets, including utilities not owned or maintained by the County. The project as planned represented more than $3 million worth of County labor. While two other consultants submitted fee proposals that offered to provide the services as requested, it was our alternative plan that was accepted.

We proposed to set up a much simpler system. In an earlier project for the County, we had scanned the drawings and indexed them in an Access database. For this project, we simply modified the County's existing ArcView projects, adding scripts to allow the users to digitize shapes indicating the outlines of each sewer drawing. We provided additional scripts so that any user could then retrieve the drawings by clicking on the desired area of the overall County map.

This approach offered several huge advantages. We had the users up and running just two days after our notice to proceed. They were able to complete 20 times as many sheets per day as they would have in the other system, saving millions of dollars in labor. And, because our system was so straightforward, we were able to easily train their project manager to train other users so that the County staff became truly self-sufficient. With little additional assistance from the outside, the County staff should be able to go on to digitizing other similar data sets using available staff at peak efficiency.
